Prostitution in Singapore(Part 7) : Human Trafficking

In Singapore, between 2009 and 2011 , 1761 women were arrested on vice activities but the cases of trafficking were far less. Last year, the police received 53 sex trafficking reports, up slightly from 52 in 2012 and 43 in 2011. But while the numbers may be relatively small the panellists say this is no reason to be complacent. As Saleemah Ismail, from Singapore’s Council of Women (SCW) argues, no matter how small the figures, one person trafficked is one person too many.

There are some terrible cases of girls being forced into prostitution through induced drug addiction This is done in a coercive manner, which means that they are often abducted and then forcibly given heroin. After that they ply their trade as sex workers to feed their habit, all under the controlled conditions, of course, of the pimps. While, the panellists think it is unlikely that these cases happen in Singapore, they believe that Singapore should take a robust approach to sex trafficking by adopting the Palermo Protocal - the United Nations protocol to stop human trafficking.

Under the Palermo Protocol, trafficking means it is illegal to recruit, transport and harbour people by means of threat or deception. The protocol, which was adopted by the United Nations in 2000 and came into force in 2003, has yet to be accepted by Singapore. The sticking point for Singapore concerns the Palermo Protocol’s laws on the hiring of labour. According to the Protocol, no one should be employed having a debt to pay. It’s this point that is causing an issue and needs to be resolved before Singapore will sign.

But progress is being made and it is likely that Singapore will eventually be a signatory.
