What is the best approach to keeping the stray population in check? Sterilization or culling?   Sterilization has long been recognized as the most effective means of controlling stray animals and many people champion this as the best approach in addressing the problem.  Yet with the enormous number of stray cats and dogs in Singapore just how widespread is the programme?
Many countries have successfully adopted the model of animal sterilization but Singapore’s approach to controlling the stray population is culling, which according the panelists is not only cruel and ineffective but also financially imprudent as it costs up to 300,000 dollars each year.
Culling, they argue also poses a potential threat to public safety because currently, only the less aggressive stray dogs are being culled, leaving the violent and elusive ones roaming out in the open. This, the panelists argue, will lead to a ‘super breed’ of stray dog that will be more aggressive to people.
But how aware are the public about sterilization? The panelists believe that for the programme to be highly successful education is key. A number of animal welfare groups have submitted a plan to AVA (Agri-Food & Veterinary Authority of Singapore) in hopes of initiating a concerted effort to reach out to the public.
In this part of our debate on Animal Welfare, the issue of animal hoarding is also addressed.  There are many reports about people with hundreds of cats and dogs but are they kind people with the welfare of animals at heart or do some people rescue stray animals to feed their disorders?  Often the animals are neglected and living in cramped, dirty conditions.
