Is Animal Cruelty on the Rise? (Part 2) : Cruelty is a Crime
How effective are Singapore’s laws in dealing with animal abuse. Is there scope for improvement and what about law enforcement? These are some of the issues that our panellists explore in this segment of our discussion on animal welfare.
So what measures need to be taken to reduce the number of animal abuse cases? Are Singaporeans too afraid to speak up about abuse when they witness the mistreatment of animals?
Cheong Meiyi, from Save Our Street Dogs, says that education is key to making people more aware about animal welfare. She said there was an urgent need to implement a system that screens potential buyers. Louis Ng, from ACRES, believes the answer to combating animal abuse is through the introduction of more stringent laws. He also suggested that much tougher penalties should be introduced. But all the panellists conceded that this wouldn’t be enough if the laws were not effectively enforced.
The panellists said that not enough was being done to apprehend and prosecute animal abuse offenders. In fact, just a handful of people have been prosecuted over the past five years.
They also want to see a more robust approach to reporting abuse. They said that if more people reported animal abuse instead of keeping quiet, potential animal abusers might just think twice before mistreating pets and animals.
Dr Woo says that vets can report animal abuses but it is a grey area, “if the person brings the dog to the vet it means that you are actually, you know, doing something right. So whether or not there’s neglect, it’s very hard to say.”
